ونظرا لتعدد أشكال النظم السياسية الهجين التي برزت في مرحلة ما بعد الانتقال الديمقراطي في عديد من بلدان آسيا وأميركا اللاتينية وشرق أوربا وأفريقيا خلال الموجة الثالثة للتحول الديمقراطي، فقد اعتبرها البعض تقع في منطقة سياسية رمادية (Gray Political Zone) أو ضبابية ( Foggy Zone) بين الديمقراطية الكاملة من ناحية، والنظم غير الديمقراطية الخالصة بالمعنى الكلاسيكي من ناحية أخرى. وفى جميع الحالات، فقد بات من الواضح الآن أن النظم السياسية الهجين لا تمثل بالضرورة مرحلة للانتقال إلى الديمقراطية الكاملة، بل أصبحت تمثل أشكالا وأنماطا من النظم السياسية القائمة، التي استطاعت الحفاظ على قدر من الاستمرارية والتكيف مع بيئتها. ومن هنا، فإن عملية دراستها وتصنيفها أصبحت مطروحة كقضية رئيسة على أجندة البحث في مجال السياسة المقارنة (29).
وقد طُرحت مفاهيم عديدة لتصنيف النظم السياسية الهجين انطلاقا من مفهومي الديمقراطية والتسلطية كمفهومين مرجعيين. ومن هذه المفاهيم على سبيل المثال: الديمقراطية الانتخابية (Electoral Democracy)، والديمقراطية المشوهة أو غير المكتملة (DefectiveDemocracy). ومن أشكالها: الديمقراطية الإقصائية (Exclusive Democracy)، والديمقراطية الخاضعة للسيطرة (Domain Democracy)، والديمقراطية غير الليبرالية (Illiberal Democracy). فضلا عن مفاهيم أخرى مثل: التسلطية الانتخابية (ElectoralAuthoritarianism)، والتسلطية التنافسية (Competitive Authoritarianism)، وشبه التسلطية (Semi-Authoritarianism). وهناك جدل واسع -لا يتسع المجال للخوض فيه- بشأن هذه المفاهيم سواء من حيث تعريف كل منها، أو الحدود التي تفصل فيما بينها، أو مدى حجيتها من الناحية العلمية (30).
خاتمة
في الختام يمكن التأكيد على عدد من النتائج:
أولاها، أن قضية الانتقال الديمقراطي سوف تظل ضمن أولويات الأجندات البحثية في حقل السياسية المقارنة لسنوات قادمة، وذلك لأن هناك آفاقا جديدة للبحث في هذا المجال من ناحية. كما أن الكثير من القضايا الفرعية المرتبطة به لم يتم حسمها بعد، ولاتزال محل جدل ونقاش على نطاق واسع من ناحية أخرى.
وثانيتها، أن عملية الانتقال إلى نظام حكم ديمقراطي وترسيخه على النحو الذى يضمن استمراريته واستقراره هي في الأغلب الأعم عملية معقدة وتستغرق فترة زمنية طويلة نسبيا. ولذلك فإن مجرد الانتقال من نظام حكم غير ديمقراطي لا تعنى بالضرورة قيام نظام ديمقراطي راسخ ومستقر، حيث أن ذلك له شروط ومتطلبات عديدة لابد من توفيرها وإنضاجها.
وثالثتها، أنه لا توجد طريقة واحدة للانتقال إلى الديمقراطية، حيث أن خبرات وتجارب الانتقال الديمقراطي على الصعيد العالمي جرت من خلال طرق عديدة، كان لكل منها ظروف وسمات خاصة. وغالبا ما يؤثر أسلوب الانتقال على نوعية النظام الديمقراطي الوليد وحدود قدرته على الاستمرار.
ورابعتها، أن الانتخابات الحرة والنزيهة تمثل أحد الآليات الرئيسة للنظام الديمقراطي، إلا أنها لا تكفى بمفردها لقيام ديمقراطية حقيقية، فالأخيرة تستوجب توفر أسس وعناصر عديدة منها: التعددية السياسية، والتداول السلمى للسلطة، والفصل بين السلطات مع تحقيق التوازن فيما بينها استنادا إلى مرجعية دستورية واضحة ومستقرة، وقدرة الحكومة المنتخبة على ممارسة السلطة والحكم، وسيادة حكم القانون، وفاعلية مؤسسات وإجراءات الشفافية والمساءلة، ووجود مجتمع مدنى فاعل ومستقل، وكفالة الحقوق السياسية والحريات المدنية لجميع المواطنين على قاعدة المواطنة المتساوية، وتعدد مصادر المعلومات مع حرية الوصول إليها (31).
وخامستها، أن الديمقراطية لا تُفرض من الخارج. كما أنها لا تُصدر ولا تُستورد، بل لابد وأن تنمو وتتطور في الداخل مرتبطة بالتطورات والخصوصيات الاقتصادية والاجتماعية والثقافية للدول والمجتمعات. ولكن الخارج يمكن أن يقوم بدور هام في دعم ومساندة التطور الديمقراطي في دول لديها معطيات وإمكانيات تجعلها أكثر قابلية للانتقال الديمقراطي.
وسادستها، أنه إذا كانت القيم والمبادئ العليا للديمقراطية واحدة ومطلقة حيث تشمل الحرية والعدالة والمساوة وسيادة القانون والتسامح السياسي والفكري واحترام الكرامة الإنسانية، فإن صيغ وأشكال النظم الديمقراطية متعددة، وتختلف من دولة إلى أخرى سواء من الناحية المؤسسية أو الإجرائية. وفى هذا الإطار، فإنه يمكن لكل دولة في مرحلة الانتقال إلى الديمقراطية أن تطور صيغا مؤسسية وإجرائية لنظام ديمقراطي يجسد القيم العليا للديمقراطية من ناحية، ويتوافق مع ظروفها وخصوصياتها الاجتماعية والحضارية والثقافية من ناحية أخرى.
وسابعتها، أنه لا توجد وصفة سحرية جاهزة لنجاح عملية الانتقال الديمقراطي، لكن هناك العديد من الدروس التي يمكن تعلمها عربيا من تجارب الانتقال الناجحة على الصعيد العالمي، حيث تمثلت أهم شروط ومقومات النجاح في: الحفاظ على الوحدة الوطنية وترسيخها مما يحول دون حدوث انقسامات وصراعات داخلية خلال مرحلة الانتقال، وحسن تصميم المرحلة الانتقالية وإداراتها من خلال التوافق بين الفاعلين السياسيين الرئيسيين على خارطة طريق واضحة لتأسيس نظام ديمقراطي، بما يعنيه ذلك من التوافق على صيغة النظام السياسي المستهدف، ومراحل الانتقال، والترتيبات المؤسسية والإجرائية الأكثر ملاءمة لظروف وخصوصيات الدولة والمجتمع. ومن الشروط أيضا: إصلاح أجهزة الدولة ومؤسساتها على النحو الذى يعزز من قدرتها على القيام بوظائفها وبخاصة فيما يتعلق باحتكار حق الاستخدام المشروع للقوة، وتقديم السلع والخدمات العامة للمواطنين، وتحقيق العدالة الانتقالية، فضلا عن تدعيم دور المجتمع المدني، وتعزيز الطلب المجتمعي على الديمقراطية ونشر ثقافتها في المجتمع، فلا ديمقراطية بدون ديمقراطيين، وإعادة صياغة العلاقات المدنية-العسكرية بما يتفق وأسس النظام الديمقراطي، على أن يتم ذلك بشكل تدريجي ومن خلال التفاوض وإجراءات بناء الثقة بين المدنيين والعسكريين.
